When attempting to read a PGML file containing a diagram, the PGMLStackParser
complains about a missing 'pgml.dtd' file. The file is included in the sources,
so it appears the GEF is just trying to resolve the reference incorrectly.
Unfortunately, the SAXparser is not exposed externally, so there's no way for
consumers to override this behavior and fix things.

I'll attach a patch which fixes the problem, but I don't really know anything
about GEF, so there might be a better place to apply the solution.
