This seems like the easiest solution for the bounds of one of our top level Figs
but there are likely to be complexities for child Figs.

Imagine a Fig like a class box that a developer is trying to create and that
instead of the argo solution the are using 3 FigRects on top of each other.

with a width of 2 then we will get a border of 2 all the way around the outside
but where the borders of the boxes touch we will get a wider band.

By making the co-ordinate points to be the centre of a wide line then of two 1
pixel lines overlap then two 2 pixel lines should also overlap.

I think its worth considering that if that is how Graphics2D works also.
